Well Test ICP Compliance Review – Harsh Environment Semi-Submersible

Overview
Axis was engaged by Dolphin Drilling to deliver an Independent Competent Person (ICP) compliance review for temporary well test operations on a harsh environment semi-submersible drilling rig not permanently equipped with well testing facilities. The project focused on providing independent assurance that the well test package design, rig interfaces, and offshore installation met regulatory requirements, drilling contractor standards, and industry best practice.
Scope of Work
- Onshore ICP review of the Well Test Written Scheme of Verification, system layouts, P&IDs, well barriers, relief and vent philosophy, and hazardous area zoning.
- Verification of rig and service‑provider interfaces, pipework specifications, flare arrangements, and safety‑critical systems.
- Offshore ICP verification during rig‑up and commissioning, including review of installation, utilities, zoning, and environmental safeguards.
Deliverables
Axis delivered a comprehensiveICP compliance report confirming readiness for well testing operations,supported by clear action tracking, verification records, and offshoreverification sign‑off.
